The long-awaited IDEA regulations were released today. We won’t pretend we’ve read all 1,700 pages yet, but we can tell you that there was a section added in the part on highly qualified special education teachers specifying that a state may develop a separate HOUSSE (one of the options by which teachers can demonstrate they are highly qualified), including a single HOUSSE covering multiple subjects, provided that the HOUSSE for special education teachers not establish a lower standard for the content knowledge requirements for special education teachers.
In non-technical jargon, that means that states can develop a HOUSSE for special education teachers separate from the one for non-special education teachers as long as it is not easier to fulfill than the one for non-special education teachers.
