Fitness, Guns and Tax Money

Education Secretary Margaret Spellings will be grilled tomorrow by members of Congress about her actions regarding Reading First and student loan scandals that involve millions and even billions of tax dollars.
But there are some interesting transcations at the lower end of the scale, too. Using a Web site created by OMB Watch, it's easy to search U.S. Department of Education contracts. For example, the Department paid:
- $16,000 to a fitness center in 2005.
- More than $50,000 to Moby Dick Airways that year, and
- $11,200 to Glock for "new guns" for the inspector general's staff in 2004.
All these payments may be legit, but they leave with me with questions. So, while the smart people in Congress will be asking about the millions and billions of dollars involved in Reading First and student loans, I'm left wondering about the $25,000 the Department paid to Kessler Medical Rehab and Research in 2006.
I was just at one of the Kessler faciltiies visiting my uncle, who recently had knee replacement surgery. His rehab is going well, thank you. But what kind of contract did the Department have with Kessler? Did the fitness center contract lead to a sprained knee? And what, exactly, is Moby Dick Airways?

I think Moby Dick Airways isn't an airline but a catering firm. That doesn't quite answer the question, but a quick Google search reveals that the firm received a lot of business from the National Republican Congressional Committee in 2006.
